Their is nob head policeman everywhere in the world, I have encountered them here and back in Australia.

Abusing his power for sure...These skater kids or all kids for that matter can be real smart arses... He just needs to learn to gain their respect, which is easy when you know how....When he does this he then has the power to control the kids ..
