Doesn't this just show that with money, you can buy your voters? Will Thailand's next leader be elected by purchasing votes?

I believe most countries are corrupt and just know how to buy votes by rebates for different things or tax cuts.
Thaksin just hands out cold hard cash and then denies everything. It is how Thailand has operated for many years.
So many politicians get caught doing the shifty almost red handed and they just always flat out deny it, even though the evidence is so obvious.
