Why not just download Adobe Dream Weaver and teach yourself.
To have a successful website learning SEO is the vital bit.
Thai understanding of SEO is about zero so you would have to learn from a farang.

Dreamweaver is a good tool for beginners, you should also learn HTML and CSS as it's very basic. Once you are getting confident with those, Javascript and PHP is a good idea, although you can get by without it.
Also do not build your website using tables, it will make the website load very slow with some browsers. Using div tags is the way to go, you can message me if you need any help or with setting up a website.
SEO is a tricky one as it takes time, Google changes there algorithm every few months too.
Backlinks, age of website, good content, no script errors and loading time is what counts.

There are 1000's of excellent tutorials on the net that will teach you everything if you have the time. HTML and CSS are a most. In terms of programming languages PHP is probably the most popular, but if I were you I would look at one of the PHP frameworks that are around, they are designed to allow the rapid development of sites and applications without doing a lot of coding. Take a look at Codeigniter, there site has some excellent videos that will teach you the whole thing.
You can also look at CSS grid frameworks which make the process of layouts easy. If you just want to develop one site for yourself find a free template and learn to change it to meet your requirements.
Then of course there is Wordpress, which a free blogging platform but it so flexible many people base there site on it. You can get started for free by going to Wordpress.com and creating an account.
Don't worry about SEO until you have grasped the basics of design and development.
Dreamweaver is an excellent product but there are many excellent free alternatives, including some browser extensions such as Firebug. I know we are in Thailand and pirated software is readily available, but Dreamweaver is fairly complicated especially for a beginner.

There are many online sites which provides you many different templates to make different kind of sites. You can easily learn to make sites with that. Internet is the best medium to get the perfect knowledge for making website just search and get info.
